Job Description:
The AVP/Head of Agentic Software Development is responsible for the enterprise AI engineering capability across Canada and the U.S., with end-to-end accountability for strategy, operating model, platforms, standards, governance, investment priorities, adoption and measurable business outcomes across CIO portfolios. The role sets the multi-year vision, target state and roadmap for AI-enabled software engineering, translating enterprise strategy into funded plans, delivery commitments and sustained operating capabilities.
With formal decision authority over AI-enabled SDLC/PDLC, the role establishes, approves and enforces enterprise engineering standards, reference architectures, controls, tooling requirements and governance practices, approving exceptions or directing remediation to align with required standards, risk appetite and target-state architecture. It also owns the design, build, scaling, reliability, security and lifecycle management of shared AI engineering platforms, products, tools and reusable capabilities, ensuring they operate as durable enterprise services rather than time-bound adoption initiatives.
Depth and Scope:
- Own the enterprise Test Data Management capability, including its platform strategy, service model, data provisioning, synthetic data capabilities, protection of sensitive information, environment integration, lifecycle management, and alignment with enterprise data, privacy, security and regulatory requirements.
- Own the enterprise Quality Engineering tooling strategy, including test automation, quality orchestration, performance and non-functional testing capabilities, integrations with engineering workflows, platform reliability, adoption, tool rationalization, and measurable improvement in software quality and delivery efficiency.
- Own the enterprise design tooling capability supporting product, experience and solution design, including platform strategy, practitioner workflows, collaboration, design-to-engineering integration, reusable assets, governance, accessibility and lifecycle management.
- Hold direct accountability for the enterprise investment portfolio supporting the capability, including annual planning, business cases, funding allocation, prioritization, vendor strategy, commercial commitments, benefits realization and corrective action.
- Make enterprise trade-off decisions across cost, speed, quality, security, resilience and risk; resolve cross-portfolio conflicts and dependencies; and determine sequencing and resource allocation within the approved mandate and funding envelope.
- Own realization of defined enterprise outcomes, including developer productivity, delivery speed, software quality, security, resilience, developer experience, platform reuse and reduction in legacy or fragmented tooling. Establish baselines, targets and executive scorecards and intervene when outcomes are off track.
- Identify and remove structural barriers to modernization across technology portfolios, including legacy platforms, duplicated investments, fragmented tooling, inconsistent engineering practices and unclear ownership. Direct enterprise remediation plans and hold accountable owners to agreed milestones.
- Serve as the senior enterprise authority and escalation point for AI engineering capability decisions, providing recommendations and challenge to CIO, Architecture, Cybersecurity, Risk and Control leaders on material technology, investment and risk decisions.
- Lead a multidisciplinary organization and matrixed enterprise network spanning engineering, product, architecture, data, cybersecurity, risk, vendor and change capabilities
- Build and sustain the leadership, technical talent and operating capacity required to deliver the mandate, with accountability for organization design, workforce strategy, succession, performance, capability development and vendor mix.
- Represent the enterprise capability in executive governance forums and provide transparent reporting on investment, delivery, risk, adoption and benefits realization.
Skills, Education and Experience:
- University degree in Computer Science, Engineering, Business or a related discipline; advanced degree is an asset.
- 15+ years of progressive technology leadership experience, including enterprise engineering, platform ownership, AI transformation and large-scale technology delivery in a complex regulated environment.
- Demonstrated accountability for an enterprise capability, significant investment portfolio and measurable business outcomes across multiple portfolios or business lines.
- Proven authority to establish enterprise standards, governance, architecture direction and control practices, including making high-impact trade-offs and resolving complex cross-enterprise conflicts.
- Deep knowledge of PDLC/SDLC, modern software engineering, DevSecOps, cloud platforms, AI-enabled development practices, quality engineering, cybersecurity, resilience and technology risk management.
- Experience leading large multidisciplinary organizations and matrixed delivery networks, with accountability for workforce strategy, senior talent, vendors and sustained operating performance.
- Strong financial and commercial acumen, including portfolio planning, business cases, funding allocation, benefits realization, vendor selection and contract performance management.
- Executive-level communication and influence, with the judgment and credibility to advise and challenge CIO, CTO, Architecture, Cybersecurity, Risk and Control leaders.
- Experience in a large, regulated financial institution and strong knowledge of technology risk, regulatory and control expectations.
