The successful candidate will collaborate with a broad range of stakeholders - including program areas, ministry partners, product teams, architects, designers, developers, privacy and security specialists, and testers - to understand current-state challenges and define clear future-state requirements. This is a critical role in ensuring that onboarded services make effective use of reusable enterprise platform capabilities while meeting their approved program and operational needs.
Key Responsibilities
- Plan and lead requirements elicitation, analysis, validation, and management activities across the full delivery lifecycle.
- Document business and system requirements, user stories, acceptance criteria, business rules, process models, and data needs.
- Assess service onboarding requirements and evaluate alignment with reusable enterprise platform capabilities and shared services.
- Maintain end-to-end requirements traceability from business outcomes and user needs through design, development, testing, release, and implementation.
- Facilitate workshops, interviews, walkthroughs, and requirements-validation sessions with diverse business and technical stakeholder groups.
- Support product backlog refinement, prioritization, estimation, and sprint planning in Agile or hybrid delivery environments.
- Coordinate business input into UX, architecture, privacy, security, accessibility, data, and testing activities.
- Support test planning, defect triage, business acceptance testing, and implementation readiness activities.
- Identify and document gaps, assumptions, constraints, dependencies, risks, and organizational impacts.
- Prepare decisions, presentations, reports, options analyses, and recommendations for senior stakeholders.
Must-Have Requirements
- Demonstrated experience leading business analysis for large-scale, complex digital or I&IT initiatives.
- Experience eliciting, documenting, validating, and managing business, functional, non-functional, data, reporting, integration, and operational requirements.
- Experience developing process models, use cases, user stories, acceptance criteria, business rules, data requirements, and traceability matrices.
- Experience assessing services for integration with shared platforms and reusable enterprise capabilities, including defining integration, data, workflow, and operational requirements.
- Experience working in Agile or hybrid delivery teams, supporting backlog refinement, sprint planning, testing, release readiness, and implementation activities.
- Experience coordinating deliverables and activities across business and technical teams.
- Experience facilitating workshops and requirements sessions with stakeholders spanning business, policy, program, legal, privacy, security, accessibility, and technology domains.
- Experience analysing current-state processes and designing streamlined future-state services.
- Strong facilitation, writing, presentation, negotiation, and problem-solving skills with the ability to translate effectively between business and technical audiences.
