Choose the venue and obtain the right permission

Define the size, budget and activities first. A community event on municipal property requires a facility permit, subject to venue availability and completion of event requirements. Submit the Special Event in a City Park or Facility request to rec@vaughan.ca.

A special-event permit may also be needed for races, outdoor exhibits, filming, parades, festivals and street parties, including events on private property. The city lists farmers’ markets, worship-place events and invitation-only events as special-event-permit exceptions, while all by-laws still apply. This is not a blanket exemption from venue, food or other requirements.

Insurance, vendors and event activities

The toolkit requires insurance for all events. Published minimum CGL coverage is $5 million for outdoor exhibits and $2 million for other special events, with another $2 million if inflatables are present. Vendors need their own insurance. Inflatables and carnival operators also require valid TSSA licensing and vendor insurance of at least $5 million naming the city as additional insured.

Food vendors and personal-service operators trigger York Region forms. Visiting refreshment vehicles need the applicable Vaughan licence route. Raffles, bingo, 50/50 and other games of chance need lottery review; silent auctions are the listed lottery-licence exception. Alcohol uses AGCO’s Special Occasion Permit process, separate from a facility booking. Confirm current external requirements with the issuing body.

Site logistics, structures and the event wrap-up

Prepare a waste plan for Parks Operations approval. The city can quote equipment, stages, tables, bins, washrooms, generators and field preparation. Ground-penetrating posts or tent pegs require utility locates; tell staff before setup, obtain locates at least two weeks ahead and note their stated 30-day validity.

The toolkit calls for a building inspection and permit for temporary structures larger than 20 by ten feet, including tents and mobile stages. Have Building Standards confirm the actual structure’s requirement. Prepare an emergency plan showing hazards, response staff and access routes. After the event, complete the city’s survey and review process. Contacts are rec@vaughan.ca for event liaison and bylaw@vaughan.ca for licensing questions.
