Identify ownership and the correct permit
Confirm ownership before applying. If the trunk, excluding root flare, straddles properties, all owners must agree to removal. The city’s Tree Protection By-law 177-2025 covers public and private trees, including injury and failure to protect retained trees.
Four application routes are listed: dead/hazardous/Emerald Ash Borer-infected trees; residential removal for personal or landscaping reasons; construction or infill where work may remove or injure trees; and preservation to safeguard trees during development. The dead/hazardous/EAB route does not require an arborist report. Other applications do.

Arborist report and replanting information
The city accepts the stated arboriculture qualifications, Registered Professional Foresters or ISA-certified arborists. With written consent an arborist may apply for the owner. The report must give canopy percentage removed, species, condition, reason, replacement recommendations and certification number.
Provide at least two photos per tree, one close and one wide, and diameter measurements at the base and breast height. Replacement recommendations apply to non-hazard removals. The inspector visits and decides whether the report and any replanting plan are acceptable; submitting papers does not itself authorize cutting.

Timing, fees and permit display
The standard initial response is 30 business days, not a guaranteed completion date. Apply through the online service portal and use the current Schedule J fee schedule; the overview links the February 24, 2026 fees but does not reproduce each permit price.
After approval, post the permit prominently where the public can see it. Work affecting a road allowance may also involve the separate encroachment rules. Start tree review early in a construction plan rather than assuming a building or landscaping arrangement replaces tree approval.
